Two uninjured men were also inside the vehicle.
The shooting victims were treated by paramedics at the scene.
“I am horrified by the level of violence we have seen on our streets tonight,” Catley said in a statement on Sunday night.
“I understand the community is concerned, and rightly so.
“I want to assure them that police are working around the clock to identify and arrest those responsible.”
Soon after the shooting, police located a car and tree on fire in Sherwood St, Merrylands West.
Fire and Rescue NSW extinguished the blaze, however the vehicle was destroyed.
Police will investigate whether the two incidents are linked.
A crime scene has been established at both locations.
Anyone with information or relevant footage is urged to contact police.
The incident came a week after the murder of a plumber in Sydney’s south-west.
John Versace, 23, was found with multiple gunshot wounds in his chest and stomach outside his home on Dalton Ave, Condell Park at about 10.30pm on Monday, his killing captured on CCTV.
Versace had no criminal record.
